2007 M8 should I be able to move the reverse shaft by hand?

I am working on a 2007 M8 and I pulled the diamond drive out to service it. All looks good inside but when I removed the actuator and tried to move the reverse arm by hand it would not move or at least not much. I split the case and removed the shift fork and tried to lift the slider and it didn't move much. I guess I just expected it to shift like a car transmission. Is this normal, how does the unit shift into reverse? Thank you

I could not shift mine with my hands when I rebuilt it. The actuator has quite a bit of torque.
