Whats the max boost on the phazer a friend of mine had his up to 20 lbs can you run it there? Or is something wrong? What hp does it have there?

Any motor work? If not, I see a connecting rod going through the case in your friends future! Check the wastegate rod. Some have been too short(can't adjust them far enough)

You can get ahold of Outlaw Motorsports in Enterprise Or. I know that they were pushing a Phazer pretty hard last year.
