Cast aluminum with molded studs on the bottom work for me, they're like 20 years old. Snow, ice, dirt, grass, concrete. Blacktop in summer could leave dents in the blacktop.

Tandem axle I use wood blocks placed between the tires and jam an appropriate length of 2x4 between them to hold them in place.

For ice, you could easily put some wood scews in just far enough to have the ends protude out the other side of the wood blocks.
