INFO on CFI sleds Chassis Power Connectors, Relays and Grounds

my 700cfi won't start by pulling the cord .too little current at the fuel pump. where am I looking for a fault?

Would any of this be the cause of the thing dying about 3 times before it'll stay running right away in the morning or it dying after pushing the reverse button? Takes a couple tried to get it into reverse sometimes.
