How to remove bolts from front track shock shaft?

Trying to remove the right and left bolts that hold the front track shock shaft to the rails. One bolt will come loose But the other one just spins and will not loosen from the shaft. Tried tightening up One and loosening the other one, but then the opposite problem occurs where one will come loose but the other one just spins. Anybody have any good tricks to removing both bolts? Thanks!

MUST use an impact gun, and a little heat to loosen up the loctite helps.
