2004 ZR 440 boggs

Sat for quite a while before I got it. Changed fuel and cleaned carbs, runs great at slow speeds but when you pin it sometimes it takes off but most of the time it does not and boggs to about half speed. Even when it does take off it will run WFO for a few seconds then bog down to about half throttle. I figured it was power valves but running it on the stand I see them move occasionally.

Seems power valve related to me, are these known to have issues with signal sent to power valve actuator?

I wire tied the power valves open. Now when you pin it goes to about half speed for about 4 seconds then goes full throttle. ECU issues?

Or is there a sensor for this?

Main jet plugged, pilot jet plugged, adjust clip on the needle unless its a solid.
needle....mouse turds in the exhaust.
