Will the 09 air intake filter/foam blob work on the 08 intake and which parts do I need to buy? Will the plastic frame from the 08 work with the 09 foam?

Yes, you shouldn't need any other parts.

Correct, unless you want to add the prefilter over the foam then you would need to buy that also.
