1997 indy 500 compression?

Need some help on a 97 500. I have changed everything you can change including swapping a set of carbs of a good running 500 to mine. I cant get the sled to run right underr 3000 rpm. Starting to think maybe it is the top end. Any suggestions would be great. Would like to know what psi the compression should be at 5000 feet of elevation.

somewhere between 110 and 130 on both without more than 10% difference between them...I would think you need at least 100 to fire

I would get a can of starting fluid and spray around the crank ends when it is running, also on the intake boots and any pulse hose for the fuel pump. I wonder if you have an air leak causing it to run bad at low R's.
