1988 Yamaha Snoscoot Belt Rubbing on Shroud

I have a 1988 Yamaha SnoScoot. The belt is rubbing on the inside of the shroud. I have replaced the belt same issue. I am assuming it is a clutch issue and the clutches are not keeping the belt tight enough so it is rubbing on the shroud. Which clutch and what should I look for to adjust/fix the clutch?

I would assume the secondary clutch is not backshifting quick enough to keep the belt under tension. Is it kind of boggy if you get in and out of the throttle, then back into it again?
