Check out slp's new "Powder Valves". I haven't seen them in person, but seem like a pretty good idea. I would add some pre-filter material over the top of them somehow if they didn't have it already.
As far as a flowrite under there I personally hate drawing under hood air constantly, which I would assume it would be.
