Contact the state the vehicle is from and get a title search done.

You can find some companies that offer titles for vehicles that don't have them. Basically you sell the vehicle to the company on paper, they generate a title in their state that has your vehicles VIN# or they will get a new VIN issued in the case you don't have one. They than sell you the vehicle back for like $150.00 more than what they paid for it. They then issue a valid title from their state to you when you buy it back. You never physically get rid of your vehicle , all transactions are on paper. You can find these companies in most old car publications (Hemmings Motor News and such).
This worked for me when I built my 1946 Chevy rat rod.
