When I did the 16/15 lugs I have a few rods showing--probably 20 rides and no rod delamination. I used a sabre saw with mild wood blades- I think metal blades will foul too easily. Wood blades have a wider cross section for a straighter cut.
You can seal the cut with a small torch.
Another option is a Royobi battery powered circular saw with a plywood blade. The saw is small and light weight.
Have you considered breaking the track? It really works great!
