2000-2003 Summit 700 head/tail lights not working

Regarding a 2000 700 Millennium model sled. Pull start only! No battery!
The head lights and tail lights are good, but they are not working. Instruments lights do work!

What is the likelihood of this being as simple as a bad voltage regulator?

Any other suggestions?
