I hav a 03 rmk 700 and when ever im climbing the skiies wont come out of the snow at all how do i fix this

Add a turbo..
Seriously though, weight transfer is largly controlled by the limiter strap on the rear suspension. Let it out and your ski's will come up. Or ad lots more power.

i already hav the limiter straps losend all the way and if i go any softer on my shock ill b botteming out

What hole is your front track shock mounted in? The lower forward hole gives less transfer, the upper mounting hole will give you more transfer.
Is the suspension stock? What track length? Is that the original track length or did you stretch it?

it has a 144 and has a ride fx shock in the rear
