TPS maxed out

Setting the tps on a 700 Dragon , I have set a few TPS from IQ to the Axyz but this is the first time I have every seen the TPS maxed out against the set screws . I checked the throttle plates , I even tried another TPS still the same think . Has anyone else ever had this happen ?

Only thing it could be is that the throttle valves are not being allowed to close fully for one reason or another. Have you removed them and shone a light behind them to check?
