Hand/Thumb warmers not working

I just had a similar issue. My warmers work on low. My high beams and low beams work, but when I turn my warmers on high my headlights and tail lights flash on and off. So might this be a voltage reg. or capacitor?

Did you figure this out

On my Axys I have the PIDD and always shows 13.5 volts- re did the stater connection ( in a post I put up last year) everything works but the thumbwarmer and put in 3 new ones and still zero heat.
I have replaced all the Song Chuan relays a few years ago and just had one go bad on my electric start relay right above the battery- that fixed the starter intermittent issue- but the thumb warmer I am just going to replace the relays again - I have a dozen new I bought when the issues arose in early 2016.. will report back
