Fuel rail not charging

I have a 1999 powder special that the fuel rail will not charge on if it sits for an extended period of time. A few days or more. But if i drop gas in the cylinders it will start up and stay running and start again when warmed up

Where should i start. The fuel pump is brand new

Injectors? thats the only thing i can thing of stoping fuel from flowing. Next would be power like your stator not making enough juice cold to open the injectors.
