Can anyone tell me this part and if I can fix it

Long story short bought the sled missed this in my inspection didn't know it was an apparent problem seller didn't know it was broken. Wonder if it is fixable, replaceable, cost and the name of part ? Thanks

It looks like it could be welded. The tear Part probably be the biggest challenge and find someone that can weld aluminum it can be challenging. But I’d have it welded for sure
