Methanol injection. Really low compression pistons. You'd be crazy to try anywhere under 8000ft.

what would all have to be done to run 17 pounds of boost with pump gas

To say the least, a head shim or low compression pistons, good fuel, spot on consistent air/fuel, excellent inter-cooling and higher elevations.

I don't recommend 17 psi though. Plenty can be achieved with a lower psi. I run a water to air inter-cooler set-up and turned my boost down to 10 psi from 15 and it pulls like a freight train!!
