1989 Polaris indy 500 throttle stuck help!

Hi guys i have a 1989 polaris indy 500 the throttle is stuck i have fixed the slides and have them put in right still full throttles so i have taken the carbs off the only issue i see so far is one carbs floats are sticking any suggestions? the slides only go in one way from what i can tell so im sure i have the slides goin in them right

Is the throttle stuck or are you having a over rev condition with throttle slides closed.
