Default Cold Start Issues - 04 6OO Summit

My 2004 600 Summit (1,200 miles) is difficult to start when cold. I sometimes have to use a squirt of starting fluid. Replaced the reeds and boots.

Any thoughts as to why it may be so difficult to start?
