98 Phazer idles rough and no bottom end. Please help

Working on a 89 Phazer that has no bottom end, idles rough and will die out most of the time when given the gas from idle. If you choke it then hit the gas it will get going. Runs great on top end. Have had carb apart to clean several times and I believe it is clean but doing it again today to 1000 % verify. Any suggestions, opinions or thoughts would be greatly appreciated. Could it be a crank seal bad? Havent check that yet. Or reeds? Havent checked that yet either. Please help

Clean the pilot jets, or even replace them, they plug very easy- holes are super small and hard to clean.
