Pull throttle bodies and check boot between throttle body and engine. Remove clamps and flex the boots, you will probably find one is ripped right where the clamp goes around it. Just fixed one of these in my shop (common problem on older sleds). If you don't find a problem there check the crankshaft seals by spraying something like carb cleaner on the seals while engine is running, any change in rpm means seals need to be replaced

I had this problem with my 95 580 PS. I found that the throttle cable was frayed inside the carb cap, therefor it was sticking. I ended up replacing the entire throttle cable, easy enough. Came to find out it was because of the handle bar risers I had on the sled earlier.
