Sony vegas is available if you know where to look.. cough cough...

I used to use Adobe Elements Premier. You can get it bundled with photoshop elements for around 100 - 150 or so. Premier was pretty straight forward and easy to use, for a video editing program.

How simple you trying to make it, or require it to be?

Dave,
Check out AVS Editor. Very cool and robust suite. $39 for a year or $59 for 5.
You can download it for and use it for free, but it will watermark your projects when you try to ouput.

Way better than Microsoft freeware.

Google Video editing software and you will find alot of free software. I just stared using Video pad editor and their file converter and they work fine for me. I am just converting and saving clips form my helmet cam that captures in the .mov format. Seems to work ok and it is free. You will find may more for free, but some of them will not work with the .mov files.
