also sounds as though your throttle angle is out, which is adjusted by your tps. any cat dealer can adjust this with the cat computer. at idle it should be between 3-5 degrees. let know if i can help.
can you put the throttle body from a 99 zr 600 efi on a 98 zr 600 efi?
