carb help?

I cleaned the carbs and reinstalled them on my 97 Summit 670 and it ran fine for a trip in the yard to check it out. Now when I try to start it I get a wet plug on one cylinder every time. I pulled the tuned pipe off and it had prob a cup or more of raw fuel in it after trying for some time to start it. I primed it after changing out the priming lines and getting the primer to pull fuel but I'm absolutely positive I couldn't have put anywhere near that amount of fuel into it. I closed down and backed the idle mixture screws to 1-1/2 turns from closed. It started and ran but idled rougher. The floats seemed to be acting freely when I pulled the carbs apart. Any ideas
