I stopped in the Ranger Station in Silverthorne a while back and noticed the new and old forest service plans on the bulletin board. From what I saw, the current plan expires on 12/31/07 with no time of day identified so I read it as 12:01am. The new plan doesn't take effect until 1/1/2008.
This leaves a 24 hour period with no plan and in lieu of having no plan, we should be able to ride anywhere that is not designated "Wilderness". I make no representations to being a lawyer or even how to read for that matter so don't take this as gospel but something you read on an internet forum.
