05 900 Fuel pump assembly?

I am doing a tank swap on my fusion cause of a broken filler neck and I noticed the return line (brownish translucent one) is unhooked at the flange end. Is it supposed to be loose? Does the black cap on the end go to the other black thing near the flange?
