Anybody know what the clutching and jetting set-up was that Carl's used to install on the '98 - '99 700 RMKs for 6 - 9,000 ft?

Bone stock motor with no pipes?
They had a short helix they used... 52/36s with the blue/grey spring.
Primary was an almond spring with weights to match your altitude and pipe combo... mine was twin piped and I ran 10-58s at 9k and above.
The 99 has ACCS so the jetting is way different than on the 98.
