Yes - if the HAC is working - it should comp for the alt, but I don't think it will for the temp. And if it needs some RPM to work properly (as posted above) it would run extreemly rich down low.

It was never advertised to compensate for temp only altitude, but throw a good one in the freezer and it does indeed compensate for temp. Pretty easy to verify as long as it's in good shape.
