Sounds like the power valves are not opening.

You can check and see if the motor is functioning. Here is the procedure to adjust them, but I would start with checking to see if the motor is operating.

Take off your servo cover.
Look at the cable pulley. Find the spot between the 2 notches for the cables. Use a fine sharpie to draw a line from the center of the pully to the metal frame behind it.
Mark this with a "C" for closed position.
Start the sled & let it warm up to normal idle 1800 rpms.
Turn the idle speed screw to drop the rpms below 900...count the turns so you can get it back close befor you start it again.
Watch the servo & you'll see it rotate counterclockwise...this pulls on the cables opening the valves...now hit the kill switch & the servo will stay put.
Take your sharpie & mark from the line on the pulley to the metal frame. Put a "O" for open position.
Back off the rubber adjuster nut protectors at the base of each cable at the servo.
Follow the cable from the #1 cylinder to the correct jam nut & back it off.
Loosen the 2 allen head bolts at the base of the PV where the cable enters the housing enough to loosly fit 2 2.5mm allen wrenches, one on each side of the cable.
Adjust the cable at the nut by the servo to take up the slack so the allen wrenches are held snug at the PV housing.
This sets the full open position to the spec of 2.5mm.
Remove the 2 wrenches & tighten the 2 bolts...then tighten the jam nut at the servo end.
Repeat for the other 2 PV's.
