Pulled Carb - Substance on Reed Boot

Anyone know is the factory puts a substance around the boot where it attaches to the carb to help sealing? I pulled my carbs, because I'm having the problem where at full takeoff on full throttle it pops low to mid range then clears up.

That is corrosion, not sure if its interaction with the Vietnamese rubber carb boots and maybe the old beer cans they may be making the carbs out of from Mexico?
