'96 Summit motor full of oil

I have a 1996 Summit 670 that I parked after hitting a tree last season. When I went to fix it yesterday I noticed oil in the bell of the carb when I pulled the airbox. I pulled the carbs and rotated the motor, and oil came flowing out of the intake boots as the rotary valve turned. The crankcase is filled with oil and my reservoir is about empty. What would cause this, worn inner crank seals? Does the oil pump allow oil to flow through it when the throttle is at idle? Could it allow the crank to fill up via the rotary valve housing? How would I test to see what is leaking?
