Correct me if I'm wrong, but I think when a belt stretches, you'll lose RPM even if it's not slipping at all. The reason being that a stretched belt will allow the primary to shift out farther and load the engine up more. So, if the old belt was more stretchy, then I could see the new one gaining RPM and performance. If that's not the case, then you're absolutely right: you're gaining some RPM, but losing performance because you're wasting HP on a slipping belt.
