cold weather starting

Picked up a 1999 summit 600 last year and it seems to start good in warmer weather (anything warmer than -15degrees celsius) with a couple pulls full choke and then a couple pulls full choke/full throttle. Once it gets colder than that though starting becomes next to impossible. Any ideas?
