A Arm Rust Normal?

Looking at a used sled that some some rust on the connection points (a-arm to body, a-arm to spindle). Is this normal? How difficult is it to remove the front a-arms and have them powder coated again? Sled has approx 1200 miles on it

It sucks but yes, it is 'normal' to see that on a 1yr old sled of that era. Won't affect anything other than its ugly.
Upper A-arms are really easy to remove(stock muffler will need to be removed to access bolt).
Lowers, not so much fun.
