We installed spi single ring pistons, when we pulled the cylinders off I noticed that the rings would not expand back out on the piston, I just picked at them with my finger nail and went to normal

Well that explains the low compression but any idea why that happened? Surely the pistons can't be carboned up enough to stick the rings yet. Did you use anything other than 2 stroke oil to lube the pistons and rings when you rebuilt it?
Nope, just 2 stroke oil
The rings were stuck on BOTH pistons?
Did you check/grind in the ring-end gap?

Maybe the rings were put in upside down? Was the taper to the top?
We used 10w40 to lube the pistons up for instalation
