Steering arm removal

My steering arm is bound up and turns hard so I am replacing it. I have everything removed from the steering arm yet can’t get it off. Do you just have to beat it out and use some force? Any help is appreciated. It’s item 4 pictured

You took the bolt out the middle of it correct? Then it’ll come out the top. Maybe the bushings are binding so it’ll be tough to pull it out. Try hit from the bottom on the tube the bolt goes through.

I think the bushings are binding somehow. It doesn’t look bent at all. And yes I took the center bolt out and still won’t come off. I’ll try beating it out
