Unhappy Fuel Blowing Back Into Air Box

Had water in the gas tank and after draining tank engine is still running real rough. I have fuel blowing into the air intake box from one carb. The muffler on that side is barley warm. The plugs were cleaned before starting. I pulled the head and replaced the o-rings. Drained the carb bowls several times. Any ideas would be welcomed

It was a broken Reed Valve.
