Default Rev hand warmers

I have 2003 rev with hand warmer issues. Does anyone know what the voltage should be at the warmers at idle? I have ohm the grips and checked that they work by connecting to battery. I am getting around 11 volts at 4000 rpm and 9-10 volts at idle. I have searched everywhere and can’t find this answer. Sometimes they get warm and sometimes they don’t.
