They both have gotten in trouble for guiding without a permit, doesn't mean they cant ride in those states, it means they cant GUIDE in those states where they got in trouble, simple

Yup! I think you have to have some kind of permit to "run" the business on federal land too. Don't try to shoot me if i'm wrong. Live on another continent.
