i just got a jag for 50 bucks on Craigslist got it running and tried it out...the thing is impossible to turn ...i turn the handle bars to the left and the skis turn too t but the sled still goes straight...the skis are missing the ski shocks could that be it? any suggestions?

There should be some rods on the bottom of the ski. My guess is those are worn out.

the now i think about it i tried it out in about 2" of powder of pavement...could that have been it?

Yes,
Without carbides, you're not going to turn on pavement. Even with them, it's not very effective.
