12 volt accessory for axys

Trying to hook up cigarette accessory to 2016 axys. On the hood is a plug that I was thinking I can plug into? But I check it and there is no voltage going to it? What am I doing wrong or I cannot use this?

yes I seen this and this install for my heated shield. But I want to hook up a cigarette outlet also and need another 12 volt connection other then directly to the battery. Was hoping someone could tell me what the wires I plugged into in the image are for? Or if there are other wires I can tap into?

I plugged into that on my 2019 and have power. I think you have a blown fuse.
