Need Help! 03 sks 700 struggles to rev over 7000 rpm's

Any 1 have any ideas?? Power valves are clean, new spark plugs an belt..Im running 56g weights an it also did the same with stock 62g weights..Once it hits 7000rpms it just seems to bog its way to 8000rpms if it makes it that far..
 
check the rubber diaphrams for the exhaust valves. the old ones were prone to cracking right around where the exhaust valve itself screws on. the newest daiphrams are orange I believe and I would almost guarantee this is your problem.

Make sure the pressure feed hole in the cyl. is open also. Just because the valves and diaphrams look good doesn't mean that cyl. pressure is getting to them. That hole is very small and way down in there. often over looked. Shine a light through the spark plug hole while looking into the small round hole above the VES slot. You should see light in it.
Sounds real rich or valves are not opening. Try taking the ves springs out and see if it changes,
