'95 Formula Z Primer?

I have a '95 Formula Z with what I thought was a bad primer. I replaced the primer, and still no luck. I then placed the input hose in a gas can and it started working. There was less than a gallon of gas in the tank so I added a couple of gallons and it now works. Is this normal for the primer not to work when extremely low on fuel or does this indicate that the check valve in the tank is bad?

It could be a bad check valve or the line in the tank and the filter could be bad. Check the line in the tank first and see if its rotted.
