Fuel tank internals question

While performing some off season maintenance to the fuel gauge on my 07 M8, I spotted the fuel pickup floating up against the fuel gauge slide. Is it normal that the pickups just bob around inside the tank- shouldn't it be fastened somehow?

the aparatus have a bit of a memory that should keep them apart and down firm,but not attachehd as far as i have experienced

Ok, thanks. I'd never seen that in all the time I've jammed my face in the hole checking fuel level, so I was a little perplexed.
